Guam’s economy in 2027 will be defined by private-sector expansion driven by historic defense build-up growth, civil infrastructure upgrades, and a slow but steady rebound in tourism.
With low overall unemployment, local employers face a tight labor market, creating major career opportunities for resident workers across these expanding sectors.
The Guam Department of Labor has identified four areas of highest demand:
Construction & Skilled Trades: Construction accounts for 11.1% of local employment—nearly triple the national U.S. rate. Fueled by ongoing infrastructure builds at Marine Corps Base Camp Blaz and island-wide civil projects, demand is highest for electricians, carpenters, cement masons, plumbers, heavy equipment operators, and site safety inspectors.
Healthcare & Allied Health: Local facilities such as Guam Regional Medical City (GRMC) and Guam Memorial Hospital face constant hiring needs for registered nurses, medical assistants, and biomedical equipment technicians.
Hospitality & Retail Management: As annual visitor arrivals continue to recover toward pre-pandemic levels, hotel operations, guest services, restaurant staff, and supervisory personnel remain in high demand.
IT & Telecommunications: With subsea cable infrastructure developments—such as Google's Pacific Connect Initiative—establishing Guam as a regional data hub, demand is rising for network maintenance workers and IT support specialists.
As a recruiter, I see this firsthand in client requests. Landing these jobs takes a specific mix of technical certifications and practical skills.
In construction and trades: OSHA 10/30 safety cards, NCCER trade certifications, material handling equipment (MHE) licenses, and basic electrical or plumbing credentials are typically required.
In healthcare and allied health, biomedical equipment maintenance, patient intake knowledge, basic life support (BLS) certification, and medical data recording are essential. For hospitality roles, Japanese or Korean language skills give a strong edge for guest-facing positions.
In IT and telecommunications, proficiency in Microsoft Excel, database entry, logistics tracking, blueprint/schematic reading, and increasingly AI applications is valued.
Local residents can position themselves for these jobs in the last 90 days of 2026. In October, complete essential short-term certifications (OSHA-10, CPR/First Aid, or a commercial driver’s license) that clear the first hiring hurdles for construction and logistics positions.
Register on the Guam Department of Labor’s HireGuam portal and visit the American Job Center to explore funded apprenticeship and training initiatives at no cost.
In November, focus on upskilling. Enroll in short-term modular training courses offered by the GCA Trades Academy or Guam Community College, focusing on carpentry, electrical installation, or medical assistant prep. Begin tailoring your resume to highlight technical proficiencies, safety training, and a reliable work history.
In December, attend local job fairs, focusing on prime federal contractors (e.g., naval/defense contractors), healthcare networks, and hospitality groups. Submit targeted applications for apprentice, helper, or entry-level inspector roles that offer on-the-job training and a clear path toward supervisory positions.
